Eleven years ago, Austria experienced similar flooding to now. After all this destruction, the authorities finally sprang into action, and the most endangered places got flood prevention devices. It was expensive, and there needed to be a drill every year or two to ensure they are still functional and that people can put the thing together as quickly as possible. In the last couple of years some people already complained about the waste of tax money. No matter how great the horrors, after about ten years they apparently fade into oblivion (at least among those not directly affected). Those voices have fallen silent now, because despite a lot of destruction it could have been much, much worse.
